Stormwater Pollution Prevention Plan Siloing

This presentation will explore the issue of Responsibility Silos created within a Stormwater Pollution Prevention Plan (SWPPP) and their impact on project delivery. The silos, embodied by the designer, owner, and contractor roles, are examined to understand the reasons for their separation and the potential adverse effects on project outcomes from siloing. The discussion will delve into the resulting implications on quality, cost, time delays, and compliance resulting from delineated work responsibilities. The presentation will also explore alternative strategies for enhancing project delivery, including the formation of cohesive, communicative project teams, the implementation of an End-of-Job Roundtable Review involving all stakeholders for lessons learned, and the importance of education to foster an understanding of responsibilities and results. This presentation advocates that the implementation of alternative strategies will break down these silos and promote collaboration. The end results will be an integrated and efficient approach to SWPPP implementation, ultimately improving overall project success.

During the Case Studies discussion, we will delve into several project examples specifically related to erosion and sediment control (ESC) design for Kansas Department of Transportation (KDOT) projects. Burns & McDonnell (BMcD) has performed in the role of ESC plan reviewer for KDOT road design projects over the past year. During this time, we have not only built strong relationships with KDOT and consultant design teams but also identified areas where improvement is needed.

One key focus has been on avoiding siloing within projects. To address this, BMcD has partnered closely with the KDOT Stormwater Compliance Engineer and the Roads Team project managers. Our shared goal is to optimize ESC design practices and create additional avenues for education for the design teams.

Through this collaborative effort, our goal is to increase effectiveness of ESC plans, minimize adverse stormwater impacts, and ensure the sustainable development of KDOT projects.
